A response would be nice

I have this repair that I’ve needed to take care of at my house for awhile. But since it involved brick, masonry, and likely a lot of money, I simply kept putting it off. (My unit is considered a townhouse, so the repair is up to me. I don’t think this should have passed inspection, but it did and there’s no use complaining about it since it won’t change one thing!)
Finally, I knew that I just needed to bite the bullet and get this thing fixed. So I contacted the management company to see if their were maintanence guys who could point me to a contractor /. I thought there might even be certain contractors the management company often employed to take care of things around the condo complex. First, she kind of blew me off. But I had emailed, so next I tried calling and had to leave a message. She never called me back. So I emailed again. She responded then saying she had been in a meeting and would get back to me soon. She even said that she had several contractors in mind.
Enter last week, some two weeks after this conversation. I had heard nothing more from her. So, I began Operation Annoy Into Action. The first step was emailing. The same message (Replying to her previous message and asking “could you update me on this situation, please?”) every day for three days. By Thursday, I’d decided to launch into phase 2 and start calling. But I received an email that night saying once again, that she had some names for me and would send them.
Guess what? She hasn’t. Zero. Zilch. Nothing.
My question: what is the point of a management company and a representative if she’s not going to do anything to help you?
